In December, Leader announced it had hired Beijing-based Huadian Engineering Company to build the plant. It followed an application to invest US$200 million in the project in 2006.&lt;a name='more'&gt;&lt;/a&gt;&lt;br /&gt;&lt;br /&gt;Heng Kunleang said the ministry had spent a long time studying the proposed project for possible environmental impacts and economic effectiveness before giving the scheme the green light.&lt;br /&gt;&lt;br /&gt;“We want power for the sake of development, but we will never forget to consider any negative effects it may have on the environment, which is concern for all of us,” he said.&lt;br /&gt;&lt;br /&gt;Van Nara, an environmentalist from the Cambodian Association for the Protection of Environment and Culture, said Wednesday that the government should be very careful in its development of coal power plants. He said that if an environmental impact examination was not done carefully, problems could surface in the future. He added that in parts of Thailand, coal power plants have polluted the air and surrounding water, making residents sick or disabled.&lt;br /&gt;&lt;br /&gt;“I think that the power generated by the plant will help fill in the present demand for electricity in the country,” he said. “But the government must thoroughly inspect the plant before allowing official operations to start. Total revenue in 2008 was $28.8 million, according to statistics released by PAS.&lt;br /&gt;&lt;br /&gt;The port’s gross throughput dropped 11 percent, and the number of containers handled declined 23 percent, nearly identical to cargo traffic figures reported by PAS in September.&lt;br /&gt;&lt;br /&gt;Though not directly correlated, the 20 percent drop in revenues at PAS closely follows the Ministry of Commerce’s reported 22 percent decline in garment export revenues for the first 10 months of 2009 compared to the same period last year, another sign of the Cambodian export economy’s dependence on the garment sector.&lt;br /&gt;&lt;br /&gt;“The drop in revenues can be attributed in part to the global economic crisis, but also to the launch of the Cai Mep deepwater port in southern Vietnam, which has been operating since June,” PAS Deputy Director General Va Sonath said.&lt;br /&gt;&lt;br /&gt;Va Sonath said that Cai Mep, linked directly to Phnom Penh via the Mekong River, was absorbing import shipments from East Asian countries such as China, Taiwan and South Korea. Cambodian exports bound for the same countries, mainly garments manufactured in Phnom Penh and farm products from the Vietnam border area, ship from Cai Mep as well, he said.&lt;br /&gt;&lt;br /&gt;“On the other hand, we believe that most goods shipped to European countries probably still go through PAS, and enterprises in Preah Sihanouk province are still using our port,” he said.&lt;br /&gt;&lt;br /&gt;Norng Soyeth, director of marketing in the Special Eonomic Zone Department at PAS, said PAS is building facilities for a neighbouring special economic zone to push up the volume of traffic through the port.&lt;br /&gt;&lt;br /&gt;Japanese contractor Dai Ho Co broke ground on the 70-hectare project in October. The work is expected to be completed sometime in 2011.&lt;br /&gt;The $33 million investment by PAS was made possible by a soft loan from Japan.&lt;br /&gt;&lt;br /&gt;At the end of September, the government announced that PAS would be one of three state-owned firms to list on the forthcoming stock exchange. Mao Havannal said the airport would officially open later this year but would be used in the meantime for between two and four daily flights between Phnom Penh or Siem Reap airports.&lt;br /&gt;&lt;br /&gt;"We have changed the opening schedule of Preah Sihanouk International Airport to November because the French development firm asked to suspend it in order to invite the French president or his representative to join the inauguration," he said.&lt;br /&gt;&lt;br /&gt;He said the presence of the French president would be most welcome since the development company is French firm Societe Concessionaire de l'Aeroport.&lt;br /&gt;&lt;br /&gt;However Koy Kuong, the undersecretary of state at the Ministry of Foreign Affairs, said he did not know whether Prime Minister Hun Sen had invited President Sarkozy to visit Cambodia. Hun Sen has just completed a five-day state trip to France.&lt;br /&gt;&lt;br /&gt;The minister of tourism, Thong Khon, confirmed the switch, and said the inaugural flights would go from Phnom Penh to Sihanoukville and from Phnom Penh to Siem Reap.&lt;br /&gt;&lt;br /&gt;"The new airport is fully developed and equipped with modern, high-tech facilities that meet international standards. Now we are just waiting for the official inauguration, but I am not sure when that will be," he said.&lt;br /&gt;&lt;br /&gt;Thong Khon said the upgraded airport would benefit the tourism industry, as it would allow foreign visitors to access the coastal province easily from Siem Reap.&lt;br /&gt;&lt;br /&gt;"Having our own domestic airline will mean visitors won't have to travel overland to get to Preah Sihanouk province," he said.&lt;br /&gt;&lt;br /&gt;CAA is a joint venture between the Cambodian government and state-owned Vietnam Airlines. Independence is a good beach to escape some of the hustle and bustle of more tourist beaches like Ocheuteal while still having access to a selection of little beach bars and seafood shacks.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;Independence Beach is more than a kilometer long, but the sandy area is a bit narrow, making the beach best when the tide is lower. Grass umbrellas, seafood shacks and drink vendors dot the beach from end to end with a greater concentration toward the southern end where the beach is widest. Hawaii Beach is lined with umbrellas and chairs and little beach restaurants, though no where near as densely as Ocheuteal. Like Independent Beach, Hawaii is much less tourists than Ocheuteal and ‘Serenpidity.’ Access the beach from the small road at the southern end. The southern section is known as ‘Hawaii Beach’ (also ‘Lemkeray Beach’ and ‘King’s Beach’). The northern section near Weather Station Hill is known as ‘Victory Beach’ and at the report end of the beach, ‘Port Beach’ and ‘New Beach.’&lt;/p&gt;&lt;p style="text-align: justify;"&gt;‘Victory Beach’ sits at the base of the very popular Weather Station Hill near the Vietnam-Cambodia Monument (‘Victory Monument’). At time of printing, the section of Victory Beach immediately at the base of the Hill was still undergoing a development project including a beachside restaurants/ bar and the installation of a full-size retired Antonov AN-24 to be converted into an internet café.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;The Beach is currently still open beachgoers, and just 50 meters up the beach from the dock area are several little beachside seafood restaurants offering beach chairs and umbrellas, inner tubes, cold drinks and snacks including seafood barbeque. A bit further north along Victory Beach, there are couple of upscale Oceanside seafood restaurants and the Holiday Palace Casino and Resort on the opposite side of the road.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;Above Victory Beach, Weather Station Hill (a.k.a Victory Hill, port Hill, The Hill) is a budget traveler and bar/ nightlife area that offers a real variety of places. Budget and backpacker places dominate the side and top of the Hill above Victory Beach overlooking the ocean. Hilltop, the main entrance road from Ekareach Street has a mix of businesses including budget and mid-range guesthouses and hotels, a variety of restaurants and bars, internet café, CD shops, and come evening, several sport bars, hostess bars and other drinking establishments, many staying open into the early morning hours. The top of hill is one of Preah Sihanouk province’s nightlife hotspots. The beach is long, sandy and narrow, with ‘Serendipity Bache’ at the northern end, a development project at the southern half, and a cluster of mid-range hotels and restaurants near the middle.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;The mid-section of Ocheuteal Beach is one of the busiest beach areas in Preah Sihanouk. The area offers a pretty even mix of mid-range as well as budget hotels and guesthouses.&lt;/p&gt;&lt;p style="text-align: justify;"&gt;&lt;span style="font-weight:bold;"&gt;‘Serendipity Beach,’&lt;/span&gt; which is especially popular with budget travelers, is the only beach in Preah Sihanoukville province to offer rooms right on the sand, as well as some hillside bungalows with spectacular views of the ocean, ‘Serendipity’ also has several restaurants and beachfront bars ranging from the laid back to all night party bars.
